In the PMBOK® Guide Third Edition, activities and tasks are defined as follows:

Activity:  
A component of work performed during the course of a project. An activity normally has an expected duration, and expected cost, and expected resource requirements. Activities can be subdivided into tasks.

Task:  
A term for work whose meaning and placement within a structured plan varies by application area, industry, and brand of project management software. Also, the lowest level of effort on a project.

The distinction is largely academic. The important thing is that the WBS accurately and completely captures the total scope of work for the project.
