- The balance of power
between functional and project managers may not be clear
or maintained. They may have different goals.
- Multi-dimensional work
flow and information flow increases communication difficulties.
- Monitoring and control are relatively more difficult and
expensive.
- Conflict resolution is continuous.
- Project managers, functional managers, and the people working
on the projects may feel that they do not control their
own destinies.
