Baselines and Control
Every project needs a baseline against which to measure progress. A project baseline is a plot of resources to be expended over time. The project team measures actual progress against baseline plan, and this is essential for control. Not surprisingly then, the behavior associated with the project baseline is control.

If baselines are created by the people responsible for them, baselines become a basis for self control, which is a powerful form of motivation.

Project baselines need to be quantified. The measurement system can be in terms of money, hours, or work products (number of products produced). Regardless of the measurement system used, a baseline must be expressed in quantifiable (countable) units to be an effective basis for control.
