Resource Planning
One of the more difficult jobs of applying project management as a management method is resource planning and control. First, resource planning is a cooperative responsibility of project and functional managers. It is the project manager’s job to accurately plan the what people are needed and when they should be available. The functional managers works hand-in-hand with the PM to staff the project. However, when project and functional managers finally agree to resource plan, it seems that the plan changes or more conflicts develop. Frequently, it is at the resource planning stage when we often realize the need to “recycle,” meaning that we must go back to the WBS and restructure to accommodate resource limitations.
