Engineering Institute (SEI) and NASA model
The Software Engineering Institute is funded by the US Government to help improve the software development process. Their unique ability to overview processes has led to the development of several capability maturity models (CMMs).

This model for risk management is found in their CMM for Systems Engineering as well as the CMM for Software Engineering, and it has been adopted by NASA as their model for risk management.
